Hazard Mitigation Technical and Programmatic Support

PMC Inc. offers hazard mitigation support in post-disaster environments, providing substantial damage software training, damage assessment and field training, RSDE/SDE data entry and database management.  Additional support includes HMGP and PDM grant application writing, FEMA 404 and 406 mitigation program coordination and grant management.


We also offer extensive benefit-cost analysis (BCA) support as part of the HMGP applications for large infrastructure projects and critical medical facilities.

In addition to smaller communities, we are capable of tackling large scale, multi-disciplinary projects. Throughout 2013, as part of Hurricane Sandy recovery, PMC, Inc. (as part of a larger team) have been providing mitigation support for facilities in New York City.

Of particular interest is our provision of overall mitigation support to the New York University Langone Medical Center (above) and Staten Island University Hospital – North Campus. In addition, PMC Inc. has provided BCA support for over $1.2 billion worth of infrastructure projects for various New York City agencies, aimed at hardening the facilities for the future Sandy-like disaster events.



Hazard Mitigation Planning

The purpose of the Hazard Mitigation Plan is to serve as a framework and resource guide to coordinate and implement hazard mitigation policies, procedures, and projects. Proactive community hazard planning and implementation policies save lives, reduce property loss, and minimize the social, economic, and governmental disruptions following hazard events.

State, Indian Tribal, and local governments are required to develop a hazard mitigation plan as a condition for receiving certain types of FEMA non-emergency disaster assistance, including funding for mitigation projects.

Since 2011, PMC Inc., as a prime consultant, has completed or is working on several Hazard Mitigation Plan updates in Georgia, including Heard, Augusta-Richmond, Rockdale and Douglas Counties (some of them multiple times). All completed HMPs have been successfully approved by FEMA Region IV office at the very first pass. In a support role, PMC provided services in hazard identification and risk assessment section of hazard mitigation plans in several other states, including New Jersey and Louisiana.



RSDE and SDE Substantial Damage Estimate Support


PMC Inc. offers hazard mitigation support in post-disaster environments, providing substantial damage software training, damage assessment and field training, RSDE/SDE data entry and database management.

Following the catastrophic September 2009 floods in Georgia, PMC provided various levels of mitigation assistance to several Atlanta Metro area and North Georgia communities, namely Cobb, DeKalb, Cherokee and Chattooga Counties. PMC performed Residential Substantial Damage Estimator (RSDE) software training, damage assessment field training and RSDE data entry and database management. PMC also performed substantial damage determinations on over 300 residential properties.  Most of the RSDE evaluations in Georgia were also part of the comprehensive HMGP support and grant application assistance.
